April the Gorlock, primarily due to her Action Girl status and the fact that she is from a proud warrior race.
People love to make fanart and fanfiction of what they could do with that thing.
If we're counting his inventions, then Jimmy's Hypno Beam/ Ray.
It helps that she's the kindest character on the show.
Brittany as well, possibly for being a female version of Carl and her navel baring outfit.
Hugh Neutron is this both for meme-related purposes and for being a humorously eccentric (and actually funny) variation on the Bumbling Dad archetype who genuinely loves his son.
Bolbi, due to his memetic "Slap Slap Slap, Clap Clap Clap" dance and MacBeth monologue.
Thankfully, she only shows up in one episode. Shes a dumb blonde, has a silly accent, speaks broken English and doesnt seem to care that Carl nearly got her and everyone else killed.
Ethnic Scrappy: Elke, Carls Swedish pen pal.
Also, in "Win, Lose, and Kaboom!", there's Jimmy's line to Sheen after he stupidly reveals about the space rock to the government:.
The reaction from the Neutrons is also icing on the cake. Jimmy beating up a baby that's an evil genius and planning to destroy his entire family is both awesome and hilarious.
Jimmy beating up a baby would be very horrible.
"He made me experience the miracle of birth again and again and again!".
He could've just been bluffing and trying to make up an excuse to argue with Cindy. For one thing, Jimmy has stated that Australia is a country, not a continent (it is both). Kinda surprising, considering how smart Jimmy is.
Critical Research Failure: Happens all the time, courtesy of Rule of Cool and lazy writing.
Even for this series, "Who Framed Jimmy Neutron?" is a weird one, featuring such moments as a banjo-wielding hillbilly with a wooden Internet cafe and a very bizarre chase scene.
"Who's Your Mommy?", which is better known as "that episode where Carl gives birth to an alien through his ass".
Justified - the bulk of the weird happens inside Carl's dream.
"I Dream of Jimmy" features some really absurd humor and bizarre scenes.
When season 3 was released on home media, it was discovered that, when the show started becoming more continuity-driven, the episodes were aired out of order, meaning that almost all of the odd continuity was completely unintentional. When it first aired on TV, viewers were left confused over the sudden lack of continuity between episodes, and it was initially considered to be a case of Seasonal Rot.
Better on DVD: Season 3 counts as such.

Despite his infamous spin-off, Sheen does still have a few fans who find him funny (in the movie and the original show, anyway).
Some of the most infamous examples of the detractor's ire go to "The Incredible Shrinking Town", "Vanishing Act", "The N-Men", "King of Mars" and her Valentine song. This is when people really miss how more sympathetic and friendly she was in the movie. While most people think shes Jimmys soul mate, some think Cindy's pride is no excuse for how she treats Jimmy and his friends. On the other hand, others at least find him likable and funny and try to get past the episodes such as "Carl Wheezer: Boy Genius". It didn't help his character Took a Level in Jerkass later on. His haters don't like him primarily because he came off really annoying with his weird feelings in Judy, his weird fixation with llamas and his whining.

Awesome Art: The animation in the series is fine for its time though pretty dated now, but the CGI in this Chrysler ad featuring the main characters is downright gorgeous.
Alternative Joke Interpretation: In Sorry Wrong Era, did Hugh really make a woman experience the miracle of birth over and over again or did he make her watch the video of the same name?.
